Burning Man Could Be Moving To Utah [Update]

So says the CEO, in a recent hour-long interview on the Positive Head podcast.

“The biggest danger facing Burning Man right now is that the State of Nevada has levied an entertainment tax,” Goodell stated further. “We still believe that we don’t fit under a form of entertainment. Frankly, we’re not a Las Vegas show. We’re not a car race or a concert in a stadium.”

Goodell claims that the Silver State is enforcing a massive 9% entertainment tax on the Burning Man project, crippling revenue flows and long-term sustainability. “We’re not able to absorb that,” she said, before balefully concluding by saying, “That’s the thing right now that makes us look longingly towards Utah or any other state that might not have levied that.”

Their sold out event can’t absorb an increase in Ticket Prices from $390 to $425? File that one under things that make you go Hmmmm. They seemed to have no problem jacking Vehicle Pass prices 25% from last year. Perhaps the real issue may have something to do with them spending so much money on lawyers and accountants in order to become “tax exempt”, only to have politicians route around them by implementing a new tax. More lobbying and lawyers required, where does it end? (Hint: it never ends).

Fest300 asks Will Burning Man Be On The Playa Next Year? and then takes it further, intrigued by the suggestion that we’ve outgrown the desert and it’s time for some permanent infrastructure:

Goodell continues, “We’re running out of space on the Black Rock desert, so we’re doing everything we can” to nurture regional Burns.

And, right above the 1-hour mark, Goodell brings up the intriguing possibility of Burning Man’s first permanent structure beyond its office in San Francisco: “For the long-term survival of the culture, we are going to need a physical space…We will, as time goes by, find it hard to only be in the Black Rock Desert. We may need to find a place that would allow for infrastructure. I’m certain that’s in our future.”

Marian shed some more light on what’s behind the Dance Music Zone. It’s to make Robot Heart “more free”, and because of a “long standing” dispute with Dancetronauts:

“Burning Man is not a festival,” Goodell was early to iterate. “A festival, for many people, now means stages and food vendors and having your comforts more taken care of. We’re definitely not interested in providing a typical festival atmosphere.”

That statement may be a tougher sell to the much maligned, but now-entrenched upper crusters who glamp amidst luxury and a minimal sense of radicalism that sits starkly against traditional Burner tenets.

“We have watched the change in the type of people that come to Burning Man,” Goodell acknowledged. “We’re not gonna get in front of certain things and force issues. We are gonna nurture the process so we all get the best results. Burning Man is an experiment in temporary community, and we’re the stewards of that process.“

This year, that process involves stewarding some of the rowdier art car dance parties away from Black Rock City. Goodell acknowledged that longtime Burner crew The Dancetronauts were disinvited to the Playa in 2015 after a long-standing dispute with the jumpsuited spacemen, while the Opulent Temple camp was denied camp placement after dropping their levels of camp interactivity.

Made more notable after the famous debacle last year in which Skrillex and Diplo dropped “Turn Down For What?” to a bemused audience of hippies, is the institution of the Deep Playa Music Zone, a distantly situated area in which art cars like Robot Heart will be more free to post up and blast electronic dance music for as long and as loud as they need, want, or are physically able to.

Goodell was at the center of this change after an encounter with the untz last year left her reeling: “I was one of the people who was awakened at 3 in the morning by the sound of thumping music. My trailer was vibrating! Several of us came out, shocked, and couldn’t understand, even though I’ve been doing this for 19 years. We got in the cart and went out and it was an tart car facing its speakers towards the camp. It was past the man and it woke me!”

Hmmm again. This doesn’t sound like it was Dancetronauts. So why was it them who was punished? What happened to this other “too loud” art car – anything?

And what’s the CEO of Burning Man doing trying to sleep at 3am anyway?

She’s certainly not building her own camp. About ten minutes into the interview she completely justifies paid sherpas – as long as they get to eat at the same dinner table as the other campers, rather than “staff” versus “guests”, an “us and them sort of thing”. She states “The culture of Burning Man can really flourish with money…[for example] to bring great musicians to your camp”.

Stereolambda has made a very interesting observation in the comments here.

This certainly adds context around why the org is suddenly asking sound camps not to list DJ line-ups. It seemed odd at the time that they would suddenly come out with this policy after so many years, but now it is clear they are trying to make sure they can argue that Burning Man is not entertainment, and therefore not subject to the entertainment tax.

Could there be a link between a new “entertainment tax” and a new “crackdown on EDM”? Or just more coincidences?

New Permit Allows For More Tickets To Be Released

It looks like BMOrg gains an extra $420,000 in ticket sales, instead of having to pay that much extra in to the BLM in the increase to the Infrastructure part of their budget.

I penned a few notes in regards towards the Burning Man 2015 Special Recreation Permit Stipulations signed on Friday night 7 August.

Burning Man Event Gates Open

“7. Gates are permitted to open at 10:00 AM on Sunday, August 30,” and no fun is permitted prior to 6:00 PM participants are required to focus their activities on camp location setup prior to 6:00 PM on Sunday, August 30. The fun event shall end at 6:00 PM on Monday, September 7, and for the purposes of participant egress the main gate will be opened until 12:00 PM on Tuesday, September 8.

Population and Tickets

“1. The maximum authorized population (also referred to as the “population cap”) at any point in time during the 2015 event is 70,000 paid participants. The population cap does not include volunteers, government personnel, emergency service providers, vendors, and contractors.” This is of the meaning of the BMOrg is permitted to sell over 1,000 tickets more than the priorly stated 69,000 tickets, of which, the tickets sold for $30.5 million.

The BMorg social media crew, in a most unofficial manner, states a manner to obtain tickets is to construct an art project, or labour upon an art project. Thusly, might a Burner be doing so, converse with your art project lead, and with the Artery, purposed to buy a ticket. In the same manner, might a contributing theme camp, or a mutant vehicle crew, or a donor of cash towards the Burning Man Project, be of the need of a small number of tickets, converse with the BMOrg, purposed to buy the needed tickets.

Missing from the 2015 Permit

Missing from the 2015 permit is requirements upon the medical of that BRC LLC, dba Burning Man, must pay for ambulances to transport Burners to hospitals in Reno. My belief is this is a most important item purposed for the safety of Burners.

In addendum, missing from the 2015 permit, is any mention in regards of what the BRC LLC is required to provide towards the BLM, and towards the BLM police, in regards of constructing their huge police compound, of providing their cafeteria, their housing, and of their other luxuries. In addendum, missing from the 2015 permit is any mention in regards of the BLM is required to provide towards the BRC LLC of a statement of costs for the Cost Recovery Fee, or of the amount of cash to be paid in due of the cost recovery fee. Their is no rationale of the BLM, and of their police, desire a cafeteria separate from the BMOrg staff cafeteria, other of the BLM, and their police, do not desire to associate with the enemy unwashed Burners.

The Police State

In regards of the police state, my belief is the BLM, and their police, desire control of BRC, and of ‘compliant participants’, and desire of the ability of cancellation or of temporary suspension of the event. Their rubbish rationales of this might be a forecast of rain, wind, or the most important concern of the prior Pershing County Sheriff, whom desired to bring 12 riot control horses to the playa, social unrest.

“27. BRC and BLM, and other agencies as shall be mutually deemed appropriate, shall cooperate in the development of a Unified Command (UC) structure … for the management of available safety, security and infrastructure resources in the event of an emergency incident … as well as in the event of an emergency threshold event as defined in the Standard Operating Procedure (SOP). … All UC operations will be managed from the Emergency Operations Center (EOC) located at the BLM Headquarters…”

“31. BRC shall develop and cooperate in the implementation of contingency plans for operations of critical health and safety services under adverse conditions, including those that could cause cancellation or temporary suspension of the event. Such causes may include adverse weather, natural or human caused disaster, or social unrest.” In addendum of “ii. BRC and the BLM will monitor forecast weather conditions. If weather forecasts suggest a high probability of adverse weather conditions that may result in disruptions to the event, … In the event of natural disaster or civil unrest appropriate strategies and actions will be initiated immediately after any disaster or unrest occurs”

In addendum in regards of the police state, the Closure Order for the playa, states Disorderly Conduct is illegal, and it is a crime with levies and, perchance, jail time. I was of the belief the purpose of Burning Man being in the most horrible desert was Disorderly Conduct.

Other Stipulations

In regards of other stipulations, “44. No more than 1,000 vehicles per hour shall be released from Black Rock City during the exodus “. A new item, it was desired, by the BLM, within their rubbish 20 points, “23. … Participants who are stopped by BRC Rangers for violating established burn perimeters shall be promptly turned over to BLM Law Enforcement“. “54. Event speed limits shall be posted on both Gate Road and the 12-Mile/Point 1 Road. … Will-call area shall have an organized layout including signage.” “56. Environmental Compliance Team”, the BLM desires to send wankers valued employees, and VIPs, to the playa to have a paid vacation and stare at tits monitor environmental compliance.

In addendum, the BLM is requiring of rubbish new costs, upon the BRC LLC, of “35. BRC shall station a specialized emergency firefighting vehicle at the airport during all times that the airport is open. BRC shall provide modern industry-standard technical rescue, extrication and high-angle rescue capabilities and equipment throughout pre-during-and post-event”

BREAKING: Seidlitz Sidelined! BLM Temporarily Reassigns Burning Man Supervisor

Gene Seidlitz runs the Winnemucca Field Office for the Bureau of Land Management. He has overseen Burning Man successfully for many years. This year, in the wake of Chocotacogate and the ditching of Humboldt General for CrowdRX, he has been transferred to Siberia the minerals program while Burning Man happens. A former 40-year Veteran of the BLM has come out of retirement, to run what will be his first Burning Man.

With only a month before Burning Man, the BLM official usually tasked with overseeing the event’s permitting process has been reassigned temporarily.

Winnemucca District Manager Gene Seidlitz began a 120-day assignment as acting deputy state director for minerals in the BLM’s Nevada state office in Reno on Monday. He will return to his role in the Winnemucca office after November, according to a BLM statement early Monday evening.

Robert Towne, a 40-year veteran of the BLM, started as the acting Winnemucca District manager. He will be in charge of BLM operations outside of law enforcement at this year’s Burning Man, which is scheduled for Aug. 30-Sept. 7.

The Winnemucca office each year is charged with issuing Burning Man’s more than $4 million special recreation permit, the largest in the country. The permit allows 68,000 people to attend the celebration of arts and free expression in the Black Rock Desert during the week leading up to Labor Day.

Seidlitz will continue to work on the permit in an advisory capacity. It will be the first time that Towne, who is coming out of retirement to take the temporary position, will work on the Burning Man permit and event…

State BLM officials and Burning Man organizers were supposed to meet throughout July, though neither organization’s representatives have disclosed whether the state office has revised the BLM requests…

Towne began his federal career in Coeur d’Alene National Forest in Idaho and then with the Salem, Eugene, and Prineville BLM Districts in Oregon. After serving five years as the Spokane District Manager, Towne became Deputy Assistant Director for the National Landscape Conservation System and Community Partnerships in Washington, D.C. In 2014, he also served as the interim District Manager for the BLM Eugene District.

He retired recently and since has been living in Spokane, Wash.

During Seidlitz’s temporary reassignment, he will supervise the solid and fluid minerals program for the BLM throughout the state of Nevada. BLM Nevada has the largest mining program of any state BLM office, with 49 percent of the BLM’s mining claims nationwide.

“All of us in the state office appreciate Gene’s willingness to support the minerals program,” said Acting Nevada State Director John Ruhs. “His experience will be a valuable asset as we continue to search for a permanent deputy state director. We also look forward to having Robert Towne’s leadership and expertise in Winnemucca in the meantime.“

The BLM Press release suggests Seidlitz will still be keeping a keen eye on things at Burning Man:

During his assignment in the Nevada state office, Seidlitz will continue to work on the BLM’s Special Recreation Permit (SRP) for the Burning Man event, currently scheduled for late August and early September in the Black Rock Desert. Seidlitz will serve in an advisory capacity to the SRP team while Towne, as District Manager, serves as BLM’s leader for civilian operations during the event.
