Black Rock City: 100,000 or 50,000?

Are rangers really Brand Protectors? That is what is being alleged in discussions in the local community. Who should decide what is sexual assault, and what gets brushed off as “unwanted touching”? Cops? Black Rock Rangers? Ummm, here’s a thought: the victim?

BMorg wants to increase the population size to 100,000, which would bring them at least another $15 million per year. The larger population size is effectively a tax on the food and drink camps, not to mention a MOOP and abandoned bike nightmare. It is a boon for the airline and bus service, and will require even more vendors licensed to sell stuff on the Playa. The tiny Pershing County, where a quarter of the population are incarcerated, is already overloaded with the year-round burden of Burning Man. They think that a 50,000 population is more realistic.

Below are my comments submitted to the LRM reporter. I expect an article in our local paper next week. I will forward a copy when available.

Please note the authorization for traffic stops on the Playa comes from BRC with the signed SRP. The 2013 Settlement Agreement specifies Integrated Command.

Prior to 2014 the BLM LEO agency(s) used the Federal Court and most of the drug citations were dismissed with a $500 traffic fee or so I believe. With the significant reduction  of fees paid to Pershing County due to the 2013 Settlement Agreement’s INTEGRATED COMMAND as insisted by BRC. Which has shifted to Pershing County the prosecution of crimes on the Playa. A consequence of Integrated Command.

I always marvel at BRC’s chutzpa  in trying to alter reality.


Here are my comments after reading the text of the statement for the record by R. Vind. I have sent by previous e-mail a copy of the BRR Manual and inserted some excerpts below.

I see the Rangers as BRAND PROTECTORs not Law Enforcement assets for either Black Rock City (BRC), the BLM or Sheriff though BRC tends to use them as though they are a Law Enforcement offset. Having read the Sheriff’s 2017 Post Mission Synopsis (PMS), the published text of the District Attorney’s EIS/SRP comments, I can find no validation of BRC’s complaints or their alternate reality unsupported by actual facts. I have included Unified Crime Report (UCR) graphs below.

In evaluations of the new SRP proposal. BLM is seeking input from interested publics and local and state agencies about the potential impacts (both positive and negative) on the resources of the Black Rock Desert environment, the social services necessary to support such a large event and economic impacts associated with the event.         Comments will be considered as part of the scoping process until August 4, 2018.

 My Itemized response to Burning Man’s concerns:

  • Pershing County has never produced the (Burning Man) Event
  • The BLM Burning Man EIS SRP public comment period was open to both the Public and Cooperators and not subject to the whims or revisions of the Multi-Million Dollar San Francisco based for profit corporation (BRC). BRC has done two Public Comment meetings in Pershing County and meets frequently with the BLM.
  • The statement “In fact there are 57 instances pertaining to Law Enforcement in the 2018 Black Rock Ranger Manual…” is unclear, confused, and needs clarification.
  • Additionally the following statement “the manual clearly supports law enforcement’s roles and our utilization of law enforcement involvement.” Is telling. (The manual is available online)
  • Unreported Sexual Assaults are a serious matter that BRC should finally address for the benefit of their participants/victims as our District Attorney suggests: “Anecdotal information from state and federal law enforcement officers suggests that the BRR encourages event participants to avoid reporting incidents to law enforcement in favor of resolving matters “in house” with the BRR’s assistance,” Shields states in the letter. “Such stories from law enforcement seem to be credible because the 2018 Black Rock Ranger (BRR) Manual contains instructions to BRRs to ‘filter’ what is reported to law enforcement.” (The “filtering” is done in part by the BRR chain of command as indicated by the manual.) And is clearly not contradicted by Sheriff Allen as R. Vind alleges.
  • R. Vind goes on to complain about the self inflicted wound from the Settlement Agreement’s Integrated Command BRC’s cost savings bonanza.
  • Then ignorantly refers to “The County also generates revenue from the convictions it secures…”
  • BRC authorizes the BLM to perform “traffic stops” in the closure area, has done so for years with their SRP.
  • BRC’s 2017 Afterburn report might be done December of 2018. It takes over a year before its available. BRC pays ONLY for an eight day event which means the Sheriff’s PMS is done at TAXPAYER expense.
  • Are the Commissioners still waiting to receive Emergency Plans previously requested?
  • Has there been ANY community involvement in Pershing County from BRC as requested by Commissioner Rackley last year?
  • This is the first year BLM/BRC has acknowledged the legal requirement for Vendor compliance with County Business Licenses.
  • Firearm(s) found in the vehicle of a BRC employee during the 2016 Coroner’s investigation. The others had been admitted to Black Rock City after the Contraband search by BRC in 2017.

 

The voters of Pershing County will hold the Sheriff accountable for the magnificent job he is doing despite the budget limitations imposed by BRC and their untrustworthy conduct, unreasonable, and outlandish demands.

BRC has a clear financial incentive to increase the “paid population” by 30,000 at the standard ticket price of $425 or $12.75 million.

Pershing County has acknowledged the actuality that 50,000 is a more viable population cap for our limited resources.


(excerpts) 2018 Black Rock Ranger Manual

Sexual harassment, as defined within the Ranger Department, may consist of, but is not limited to, any unwelcome touching, stalking, repeated requests for a date after someone has said “no,” continuing to engage in sexual discussion or banter after being asked to stop, or similar behavior. Harassment will not be tolerated, regardless of who engages in it.

What happens if I make a report?

Reports of harassment are very serious. The Ranger Personnel Manager will investigate reports of harassment and will take remedial measures when appropriate. If you have made a report and are one of the principal people involved, you will be notified of the findings when the investigation is complete.

Will my report be kept confidential?

Information about harassment reports will be kept confidential and only shared with Ranger Managers on a need-to-know basis to complete the investigation. The Rangers’ policy with regard to sexual harassment or violence in the workplace is one of zero tolerance. We strongly support and adhere to the Burning Man policy. Burning Man is founded on expectations set by the community standards inherent to it.

One such community standard is creating an environment that is free of sexual harassment and violence by volunteers, staff, or vendors. Any reported occurrences will be investigated and regarded with the utmost compassion and gravity. The investigation will follow the guidelines set by the Burning Man Board for conflict resolution. Violation of this policy may result in progressive discipline, up to and including: counseling, eviction, termination, or legal action. In approaching any situation, a Ranger’s initial default action is DO NOTHING. (The exceptions to this axiom are must-report situations [e.g., medical emergencies, lost child, etc.]). If, in the process of doing nothing, you decide that your presence would be helpful, engage by helping participants solve their own problems. If they are unable to do so, try to solve the problem for them. If the situation still needs attention, call Khaki.

Must-Reports—Situations that Must Be Called in Immediately Black Rock Rangers are entrusted with considerable flexibility in how they handle the situations they encounter in Black Rock City. Rangers are trained to rely on their own judgment and abilities, and to escalate matters (generally to Khaki who is part of the Shift Command Team) for assistance when appropriate. There are, however, situations in which the Ranger Department requires that Rangers report what they observe to the Shift Command Team immediately.

The requirement to report is in place to ensure that the Burning Man organization is aware of events that are critical to maintaining agreements we have in place with other departments and agencies, our internal reporting metrics, or legally required or advisable record keeping and reporting.

It is important to note that this policy only requires that a Ranger escalate required information to the Shift Command Team. The Shift Leads will then follow up with appropriate actions, which may be as simple as noting the event in the shift log, or may include further escalation. It is not the individual Dirt Ranger’s responsibility to contact LE or medical.

Burning Man 2015: By The Numbers Part 1

BMOrg have just released the Afterburn Report for 2015.

Some information that used to be provided, is now hidden. Here are some of the key details missing:

  • medical services visits, nature of injuries
  • arrests and citations
  • number of vehicles
  • number of aircraft at the airport
  • entry and exodus times
  • volume of ice sold
  • number of people watching live video stream

All of this was freely available in the past; it’s hard to see how BMOrg can claim to be “more transparent”, when they are sharing less information. Maybe now that they’re down one Minister of Propaganda, there will be a reduction in the Orwellian double-speak. One can only hope…

 

Here is a summary of what was released in the report.

 

POPULATION

67,564 paid participants. In 2014 this was 65,992 and in 2013 it was 69,613. The definition of “paid participant” seems to have changed between 2013 and 2014. In 2015 there were 68,000 tickets officially sold, so 436 people managed to get a ticket but didn’t show. Or, something went wrong counting them – however, the report says Ticketing and Will Call went super-smoothly last year. The Box Office line was never longer than 30 minutes.

There were 1150 placed camps, out of 1300 applications. What was wrong with those 150 camps? We’ll probably never know, which is a pity – because if we could all learn together, we could reduce the amount of mutual time wasting between camps, volunteers on the placement team, and BMOrg’s holocracy of a hundred-plus full-time busy worker bees. Assuming that some of the camps get rejected for some of the same reasons, that is.

ART

BMOrg granted $1.2 million cash to more than 100 art projects on the Playa. They also provided in-kind support in addition to this $1.2 million.
This works out to $17.76 per ticket , or about 4.5% of $390. Seems like an increase from previous years, and we should know in a year or so if it’s true – when the IRS returns for the Burning Man Project in 2015 are released.

The Artery handled 1139 service requests on playa from art projects, a 50% increase over the previous year.

There were 326 art pieces; 75 of them incorporated fire art. There were 210 self funded projects and 56 “walk in” projects. Presumably this means the remaining 60 were the ones BMOrg had any involvement in: 18.4% of the total.

In 2014, The Man was 105 feet tall, and took a long time to Burn. In 2015, it was reduced to 60 feet tall.

There were 33 regional midway projects, with participants from 16 countries.

TRANSPORTATION

The Burner express brought 3,884 people in, and took 3,334 out. 250 people camped in the Burner Express bus camp.

No word yet on if there will be any price hikes on bus tickets, additional luggage fees, or bike fees for the 2016 Medici theme. But it looks like this service is bringing in close to a million bucks.

There is also a Gerlach-Empire shuttle bus, though usage was modest. Total shuttle bus ridership increased 45%, from 85 passengers in 2014, to 123 in 2015.

17,000 Burners flew in through Reno airport.
.
88NV, the Burning Man Airport, saw a 30% increase in traffic. 2,330 Burners arrived this way – at $40 per head landing fee, that’s about a hundred grand. At its peak, the airport was handling 210 landings per day.

BIKES

This year there were 631 yellow bikes. Someone donated 180 huffy bikes to the total.

527 came back like they were supposed to. 56 had been painted and 28 had been decorated. The bikes are supposed to be free for all Black Rock City citizens, not just free bikes for you to grab and claim as your own for the whole Burning Man. 20 of the bikes were stolen outright.

There were a total of 1,625 abandoned bikes. This works out to 2.4% of the population – about the same ratio as the portapotties. For each portapotty you see, there is one Burner MOOPing their bike.

How many of these were stolen? How many were from Burners leaving in the Burner Express, planes, or car-pools, with no room for bikes and no spare $50 for the transporation fee?
Fortunately, 200 of the retrieved bikes will be recycled back into the Yellow Bike program for next year.

AUTHORITIES

This year there were more than 700 rangers – a veritable army battalion.

BMOrg worked closer than ever before with the Feds, achieving “Unified Tier 1 inter agency integration”:

BRC has relationships with Federal, State and County agencies including Bureau of Land Management, Nevada Highway Patrol, NDOT, Washoe and Pershing County Sheriff’s offices, the Pyramid Lake Paiute Tribe, and Nevada State Health, amongst others.

BRC works year-round with these agencies to ensure legal compliance and public safety at the event. In 2015, BRC led joint training and table-top exercises to further align operational process and interagency communication.

Also in 2015 BRC updated the Unified Command to a Tier 1 management process, joining all the bodies (both event and agency) together, ensuring safer management in the event of unplanned incidents. This system was tested thoroughly during the repeated whiteout conditions of 2015, and proved to be highly effective for event operations emergency management.

You may have seen the news this week about Apple fighting the Federal government over unlocking an iPhone related to the San Bernardino alleged terrorist attack – even though they were happy to hand over details at least 70 previous times. It doesn’t sound like BMOrg are going down the route of Just Saying No to the government, preferring total co-operation and integration of systems, Burner profiles, and databases.

VOLUNTEERS

The Playa Information tent had 130 volunteers, supporting 30 computer terminals.  There were 2,299 visitors to the V Spot, and 1,117 of them were connected with volunteer opportunities. 794 went to Burning Man teams, 155 to theme camps, 158 to art projects, and the rest were assigned MOOP duty.

The total number of Greeters was 850. 325 were pre-scheduled general Greeters, 50 or so were “walk-up” volunteers. 18 theme camps greeted as a group(425 people).

210 volunteered to be Lamplighters – 130 of them camping in the Lamp Lighter Village. They report that “the interdepartmental communication and cooperation is the best it has ever been”. There were 319 lamp spires and 917 lanterns total.

Tips from Arctica were donated to three worthy causes: Polar Bear International, the Gerlach Senior & Community Center and the Washoe County Family Planning Clinic. No information about who got what is available.

SANITATION & INFRASTRUCTURE

50 dump trucks working 24/7 serviced 1600 porta potties. That’s one WC for every 42 people, in case you were wondering (I was!) How does that stack up against Defaultia?

We’re about the same as a nightclub in Florida, and doing better than your average stadium.

At the company ranch in Gerlach, they stored 300 containers, 120 vehicles, and 30 semi trucks. The property operates entirely off the grid.

30 yard dumpsterThe recycling camp processed 5000 lbs of aluminum cans, 2 30-yard dumpsters’ worth. This was approximately 170,000 cans. Recycling them resulted in a $1500 donation to the local school.

The city burned through 20,020 gallons of propane. 17,673 gallons were used for flame effects in Mutant Vehicles, theme camps, and art projects. The other 2,347 gallons were used for infrastructure, utilities, and cooking.
According to the US Department of Energy, burning a gallon of propane produces 12 lbs of CO2 emissions. So that’s 212,076 lbs, or 106 tons of greenhouse gas generated – just for the art. And that’s not even counting all the non-propane burning, especially The Man and The Temple.

BMOrg did bring us exciting new news just over two months ago that they had listened to the community based on a petition last year to make Burning Man greener, and were starting a new chapter. This doesn’t merit a single word in the Afterburn, perhaps it is still “coming soon”. Maybe some of that $2 million a year vehicle pass windfall could be reallocated to habitat preservation or re-forestation projects.

Over at the Reno Gazette-Journal, staff Burning Man reporter Jenny Kane reports that the Medici VIP tickets sold out in less than a day.

The first 500 da Vinci tickets, a new tier of tickets that are three times the cost of the main tickets, were sold out as of Thursday morning, according to Burning Man spokeswoman Megan Miller. An additional 4,900 $990 pre-sale tickets, which were $800 last year, also were sold out by Thursday morning.

No comments on what happened to the other 100 of the $990 pre-sale tickets.  Jenny asks the question “will any of this windfall money go to art”? The claim is made that $1.5 million was handed out in art grants in 2015, compared to $800,000 in 2014 (actually, $911,955). Corporate PR supremo Megan Miller says:

“There’s definitely money from those revenue streams going to art grants,” she said, noting that Burning Man distributed $1.5 million in art grants last year, compared to $800,000 the year prior.

Part of the increase in net revenue may go toward another increase in art grant spending this year, although the organization has made no final grant decisions yet, Miller said.

2014 Attendance Drops 5%

[Update 9/3/14 11:35am] It seems that this story has not factored in a change in the calculation method for this year, which technically enabled BMOrg to sell 68,000 tickets and have thousands more volunteers. See here.


 

On Saturday, before The Man burned, BMIR were reporting approximately 10,000 people had already left the party.

According to the Bureau of Land Management, the peak attendance this year was 65,922 – on Friday. It seems that despite the lost couple of days due to the unprecedented event closure, and the previously planned extension of the event by an extra day, a massive number of Burners didn’t even want to stick around to see the giant Man burn, let alone the last minute substitute Temple. Perhaps Jack-u’s set was so bad they cleared out not just the Robot Heart dance floor, but Burning Man itself.

RENO, Nev. (AP) — The Burning Man counterculture festival drew a peak crowd of nearly 66,000 celebrants as it neared an end Monday on the northern Nevada desert.

Friday’s official peak attendance of 65,922 was within the population cap of 68,000 the federal Bureau of Land Management imposed on the quirky art and music festival 110 miles north of Reno, said Gene Seidlitz, manager of the agency’s Winnemucca District.

The number was down from last year’s record peak crowd of 69,613, which resulted in organizers being placed on probation for a second time in three years for violating the limit.

Organizers had been warned that if they were placed on probation a second straight year, the agency might suspend or cancel their permit.

“That (crowd size) is not a problem this year,” Seidlitz said, adding the attendance cap was one of 55 conditions organizers had to comply with under terms of their permit.

“We don’t see any reason why we shouldn’t meet all other stipulations,” Burning Man spokesman Jim Graham said.

Overall, the weeklong festival leading up to Labor Day was successful and safe except for Thursday’s death of a 29-year-old Wyoming woman who was struck by a bus carrying passengers on the playa of the Black Rock Desert, Seidlitz said.

Crime statistics will not be released until later this month, he added.

Rain early on closed the gate for a day — the longest closure in the event’s history — and dust storms caused occasional whiteout conditions Friday.

But the festival’s eclectic artwork, offbeat theme camps, concerts and other entertainment drew praise from participants from around the world.

“Actually, I feel renewed faith in humanity,” John Bacon, of Seattle, told KRNV-TV.

Ron Adair, of Ojai, California, said he felt “a little tired.”

“It’s a little hard to have that many nights in a row and get by on four, five, six hours of sleep every night,” Adair said.

After it moved from San Francisco, the inaugural Burning Man in Nevada drew only about 80 people in 1990.

It’s hard to get by on six hours of sleep a night? This kid must be 20 or something.

So much for Burning Man being a sold-out event. The question needs to be asked, if 2078 people didn’t show up, what happened to their tickets?
